Oregon HB 4213 and HB 4204 Commercial Real Estate Update
During the past few weeks, there has been new developments regarding Oregon's COVID emergency relief efforts. The first is HB 4213, a bill that applies to multifamily and commercial properties and was implemented to protect tenants from eviction. The bill became active in March and had a 90-day duration that expired on June 30th. At the end of June, the bill was extended through September 30th, 2020.
To protect owners of residential and commercial properties, Oregon implemented HP 4204, which is also active until September 30th, 2020. This bill prevents banks from foreclosing on properties affected by the COVID-19 pandemic. This measure may only pertain to local banks.
The city of Portland is also helping property owners with graffiti issues. According to one of my clients, after the recent protests, the city of Portland removed graffiti from their property for free and without them requesting the removal.
